Canadian Prime Minister Stephen Harper’s visit to Beijing later this week will be a “positive trip” to further strengthen bilateral relationship, a senior government official said in Ottawa Monday.

Harper will embark on a trip Wednesday that will lead him to Beijing, Shanghai and Hongkong, his first China visit since he came to office in 2006.

During Harper’s talks with President Hu Jintao, Premier Wen Jiabao and other Chinese government officials, the two sides will cover a wide range of bilateral and international issues including trade, investment, energy and environment, the issue of the Korea Peninsula, anti-protectionism and the global recession, among others, Dimitri Soudas, Harper’s chief spokesman, said at a briefing Monday.

Although Canada and China may not agree on some issues, the two countries do have a “strong, deep, diverse and real mutual-beneficial” relationship and Harper’s trip is expected to further build these relations and strengthen friendship, he said.

The two sides have been strengthening cooperation on energy, health, environment and anti-protectionism recently, with frequent ministerial visits during the past year, Soudas said.

He said Canada would like to have “frank, respectful and positive” talks with China, noting China’s rising economic power and emerging importance on the international stage has made Canada more obliged to strengthen bilateral ties.

Harper’s China trip comes a time as the two countries celebrate the 40th anniversary of diplomatic relations next year. China is now Canada’s second largest merchandise trading partner and is expected to become Canada’s second largest merchandise export market this year, the spokesman said.

One of Washington’s worst-kept secrets, the drone program is quietly hailed by counterterrorism officials as a resounding success, eliminating key terrorists and throwing their operations into disarray. But despite close cooperation from Pakistani intelligence, the program has generated public anger in Pakistan, UGGS on Saleand some counterinsurgency experts wonder whether it does more harm than good.

Assessments of the drone campaign have relied largely on sketchy reports in the Pakistani press, and some have estimated several hundred civilian casualties. Mexican health authorities would take a series of measures to deal with a renewed outbreak ofA(H1N1) influenza in the country, Mexican Health Minister Jose Angel Cordova announced Thursday.
According to the new measures, public hospitals would delay non-essential surgeries and reserve 12 percent of their available beds for the new A(H1N1) flu infections, the minister said.
Authorities have estimated that a new outbreak in the country, which arrived earlier than predicted in December, could fill 8,000to 10,000 hospital beds in the coming winter.
The public hospital network in the country could hold 85,000 patients, while the private network had some 10,000 beds.
According to Cordova, sanitary measures were already in place to admit a large number of A(H1N1) patients, and all public institutions were required to reserve about 12 percent of their beds.
The measures also included establishing special zones in the hospitals to quarantine patients infected with A(H1N1) flu.
Victor Hugo Borja, a Mexican Social Security Institute contingence coordinator, said his institute was ready to assist some 900,000 A(H1N1) flu patients.

A majority of Americans said that they do not want to take A(H1N1) vaccine shot despite the US government’s encouragement, according to a poll released on Wednesday.
The survey by CNN and Opinion Research indicated that 55 percent of Americans polled said they don’t want to get the new flu vaccine, while 20 percent said they want to, but have not taken any steps to do so.
Another 14 percent said that they want a shot and also have tried to get it but did not succeed, and only 7 percent have taken the shots.
The major reason why most Americans refuse the flu vaccine, as CNN polling director Keating Holland said, is “the perception that the vaccine has dangerous side effects.”
On the reason why some people did not successfully get shots, Holland said that 5 percent of all polled adults were turned down since they are not in a high-risk group who have priority to take the vaccine, such as pregnant women. Another three percent said they found a facility that ran out of vaccine before they got there.
According to the U.S. Centers for Disease Control and Prevention (CDC), flu had killed nearly 4,000 Americans including 540 children, and infected about 22 million Americans since April.
The White House has released a report, 2009-H1N1 National Preparedness and Response Overview, saying that the United States should make steady progress on developing a safe and effective H1N1 flu vaccine, and adopt a voluntary H1N1 flu shot program available to all Americans.
It also encourages Americans to “act on a shared responsibility to reduce the impact of H1N1 flu.”

The World Health Organization (WHO) said on Friday that it was assessing the public health significance of a mutation of the pandemic H1N1 virus detected in Norway and some other countries.
The Norwegian Institute of Public Health has informed the WHO of a mutation of the H1N1 flu virus detected in two patients who died and one with severe illness.
In addition to Norway, the mutation has also been observed in Brazil, China, Japan, Mexico, Ukraine and the United States, with the earliest detection occurring in April, the UN agency said in a statement.
“The significance of the mutation is being assessed by scientists in the WHO network of influenza laboratories,” the statement said.
“Although further investigation is underway, no evidence currently suggests that these mutations are leading to an unusual increase in the number of H1N1 infections or a greater number of severe or fatal cases,” it added.
According to the agency, the virus with this mutation remains sensitive to the antiviral drugs, oseltamivir and zanamivir, and studies show that currently available pandemic vaccines confer protection.
In addition, the mutations appear to occur sporadically and spontaneously. To date, no links between the small number of patients infected with the mutated virus have been found and the mutation does not appear to spread.
In a separate statement, the WHO said that the pandemic virus has thus far caused at least 6,770 deaths worldwide, of which more than 4,800 occurred in the Americas.
